This is the Local Football Facility Plan (LFFP) for Cornwall. It was prepared by Knight, Kavanagh and Page (KKP) with support from local partners, including:

What is the goal?

Every local area in the Country will have a LFFP to enable investment in football facilities to be accurately targeted.

Who is behind this?

The Football Association, the Premier League and Sport England (on behalf of Government). This partnership finances the National Football Facility Strategy (NFFS) and commissions the Football Foundation to deliver it.

What is the purpose of this plan?

The national funding partners have significantly increased investment to accelerate efforts to deliver more and better football facilities for the grassroots game. The purpose of this plan is to identify the priority projects for potential investment in Cornwall.

Why invest in football facilities?

As the nation’s most popular team sport, football has the power to contribute positively to vital social outcomes and health priorities. To maximise this power, facilities have to be welcoming environments to attract first-time users and repeat visits, whether for informal, recreational or competitive football.

Research clearly and continually demonstrates the positive impact high-quality football facilities, in the right locations, can have on participation and enjoyment. Latent demand exists, but facility quantity and quality has to ‘step up’ if football is to reach out to everyone.

How are we going to do it?

£1.3billion has been spent by football and Government since 2000 to enhance existing football facilities and build new ones. However, more is needed if football and Government’s shared objectives for participation, individual well-being and community cohesion are to be achieved.

Nationally, direct investment will be increased – initially to £69 million per annum from football and Government (a 15% increase on recent years). Locally, the work has already started - this LFFP will guide the allocation of 90% of national funds and forge stronger partnerships with local stakeholders to develop key sites. This, together with local match-funding will deliver over one billion pounds of investment into football facilities over the next 10-years.

What are the priorities for investment?

This LFFP, with guidance from local partners, has developed a list of high level projects for potential investment. Each is aligned to the investment priorities set out in the National Football Facilities Strategy, which include:

  • 1,000 new 3G football turf pitches (FTPs): in a mix of sizes and settings, dependent upon local needs. All aimed at enhancing the quality of the playing experience.
  • 20,000 improved natural-turf pitches: to help address drop-off due to a poor playing experience.
  • 1,000 new changing pavilions / clubhouses: all linked to priority sites.
  • Small-sided facilities: to grow the small-sided game for teams & leagues, recreational and informal play.

What outcomes will be achieved?

The priority projects for potential investment identified in this plan will help develop a sustainable network of quality facilities to drive participation across all parts of the game. Central to this are five key success factors: quality, inclusivity, sustainability, engagement and usage. Each identified project takes account of these factors.

The project list sets out all priority projects for potential investment. Each is scored against two principal factors: deliverability and the five key outcomes (as stated above).

The list will be used flexibly; project ‘rating’ does not determine the exact order in which it will progress to a funding application to the Football Foundation, as many factors influence this. The process for moving a project from this list and into the ‘pre-application stage’ will be managed by the Football Foundation.

How should this plan be used?

This LFFP will, in effect, be the go-to document for football facility investment in Cornwall.

Whilst it identifies priority projects for potential investment, it does not guarantee the success of future funding applications. Each project must still follow an application process to show how it will deliver key participation outcomes, become a quality and sustainable facility and demonstrate suitable match-funding.

When a project is in a position to proceed, the Football Foundation will determine a suitable timeframe to submit a grant application and pre-application support will be provided by Cornwall FA and the Football Foundation.

How should this plan NOT be used?

A LFFP is an investment portfolio of priority projects for potential investment - it is not a detailed demand and supply analysis of all pitch provision in a local area. It cannot be used as a replacement for a playing pitch strategy (PPS) and it will not be accepted as an evidence base for site change of use or disposal.

A LFFP will however build on available/existing local evidence and strategic plans and may adopt relevant actions from a PPS and/or complement these with additional investment priorities.

Local area

Cornwall is in the South West Region.

The current population of the Authority (ONS 2017 Mid-Year Estimate) is 561,349. This is expected to rise to 628,093 by 2039.

Cornwall is ranked 4th out of 37 LAs in the region, and 74th out of 326 LAs nationally on the Indices of Multiple Deprivation (ONS).

Cornwall's ethnic composition is primarily white (98.23%). This is higher than the national average (85.4%).

The proportion of Cornwall’s population represented by the BAME community is less than 2%. This is significantly below the national average (14.6%).

Local partners

Local Authority

Cornwall's Local Plan (2010-2030) is committed to achieving sustainable living across the whole of the Authority by 2030. To achieve this, it has identified a range of policies, one of which is to improve the health and wellbeing of Cornwall’s communities, residents, workers and visitors. The policy aims to maximise the opportunity for physical activity through the better use of open space, formal outdoor sport pitches and leisure facilities and upgrade or enhance leisure facilities should they be of poor quality.

The Authority does not have an up to date playing pitch or artificial pitch strategy in place. It is the responsibility of the Local Authority to address this.

County Football Association

Cornwall is covered by the Cornwall FA. It provides governance for, and development support to, all aspects of local football including coaches, referees, volunteers, clubs and leagues; supporting football for all. Cornwall FA has a designated facilities investment lead officer who works to ensure the right facilities are located in the right locations.

Football Foundation

The Regional Engagement Manager and Regional Technical Project Manager at the Football Foundation work collaboratively with Cornwall FA to provide pre-application support to priority projects for potential investment.

Sport England

Has a network of planning managers who have a statutory role in the planning system to protect playing fields and provide consultation responses to planning applications relating to sporting facilities . They also play a key role in strategic planning for sports facilities, providing advice and support to local authorities to assess need for facilities in their local area.

Professional community club organisations (CCOs)

These offer a variety of programmes and services to support local communities (sporting and non-sporting). The Plymouth Argyle Community Trust runs a variety of health, education, engagement, football and sporting activities within the Authority. Programme examples include PL Kicks sessions at Liskeard Community College, and dementia cafes at a number of sites. The Foundation's ambition is to have a dedicated facility in Cornwall to continue and expand its community outreach delivery.

Local leisure operator

GLL (Greenwich Leisure Limited) is the main leisure operator in Cornwall. It currently runs 13 leisure centres, including Bodmin, Liskeard, Wadebridge and Truro. It does not manage any 3G FTPs, however it does manage a number of sand dressed facilities including an artificial grass pitch at Liskeard Leisure Centre.

It must be noted that there are a number of other non-profit organisations which manage sports facilities throughout the Authority. These include Groundwork which manage the 3G FTP in Saltash, and the YMCA which operates the leisure centre in Torpoint.

Local consultation

This has taken place with a broad and diverse set of community groups in Cornwall. 41 individuals (representing 40 local organisations) were spoken to. The agencies consulted include:

  • Cornwall Council
  • Live West Housing Association
  • A range of parish/town councils
  • A range of local football clubs

Local football

Clubs

There are over 91,000 community football teams in England, spread over an expansive network of clubs and leagues. Cornwall has a total of 846 teams, which is comparable to local areas of a similar size.

The FA is investing to support clubs both on and off the pitch which includes an aim to have a qualified FA coach with every youth team by 2020/21. In addition, it will support 1,000 clubs to create full player pathways from youth to adult teams and develop 150 community football hubs with male and female pathways, disability and recreational playing opportunities.

Over the last 10-years there has been a significant national increase in the number of large multi-team football clubs. In Cornwall, 26 clubs have more than 10 registered teams. The largest of these (based upon 2018-19 affiliation data) are:

  • St Agnes - 26 teams
  • Bodmin Youth - 25 teams
  • Culdrose, Helston Athletic and Newquay AFC Youth - 23 teams
  • Charlestown - 22 teams
  • Saltash United - 21 teams

The FA Whole Game System- season 2018/19

Leagues

14 leagues operate in Cornwall. They offer competitive opportunities for many different players, including women and girls, disability, youth and adults; the largest of these (2018-19) include:

  • Trelawny League (adult) – 73 teams– home and away
  • Duchy League (adult) – 65 teams– home and away
  • Kernow Youth League – 192 teams– home and away, central venue and central venue at multiple sites
  • East Cornwall Youth League – 150 teams– home and away and central venue

Cornwall FA reports low levels of cross boundary migration to/from Cornwall. What there is - is due to teams migrating outwards to play in the Devon Junior and Minor League.

Disability football

There are 9.4 million people in England with a long-standing limiting disability, illness or condition which equates to 18% of the population – almost one in five. Football playing opportunities should be flexible, inclusive and accessible for everyone, whatever their level of ability. This could entail inclusion in mainstream activity or teams / sessions specifically for people with a disability.

In Cornwall there are 16 football teams / sessions specifically for people with a disability. It is a priority of Cornwall FA to grow and sustain this provision. For talented players the FA runs regional centres and England national squads.

Women and girls

The FA has big ambitions for the female game and aims to double levels of participation by 2020. To achieve this requires a combined effort across four pathways: education, recreation, competition and talent.

Education environments have a huge impact on the first experience of football for young girls. This pathway can offer many opportunities for females of all ages to develop and grow a lifelong interest in football.

FA Wildcats girls football centres provide the first step on the recreational pathway, the programme provides girls aged 5-11 with regular opportunities to play football in a fun and engaging environment. Cornwall has 22 FA Wildcats girls football centres and the priority is to sustain and where possible grow this activity.

At 73, Cornwall’s number of female teams is comparable to local areas of a similar size. Cornwall FA’s priority is to support existing clubs to grow and encourage more clubs to develop playing opportunities for females. The local girls’ league is the Cornwall Girl’s Football League in which matches are played on a home and away and central venue basis. It is expected to grow its provision in future years. The local adult female league is the Cornwall Women’s League. It plays matches on a home and away basis and is expected to sustain and where possible grow its provision in future years.

For talented players, Cornwall host an advanced coaching centre (ACC) for female players; the nearest FA Regional Talent Club (RTC) located in Bristol (Bristol City Women’s FC). Higher level pathway opportunities are also provided regionally and nationally by the FA, culminating in the England Women’s national squads. The City of Bristol also hosts the nearest Women’s Super League team (Bristol City Women’s FC) which provides player pathway opportunities for gifted and talented female players and a spectator interest for fans.

Small sided football

Many different types of small-sided football are played in England, from teams and leagues to recreational and informal. It is an established and important part of the modern game.

Small-sided teams and leagues are organised and competitive activities; typically with players registered to clubs and affiliated to leagues and Cornwall FA. Examples include futsal and local small-sided leagues running at venues such as sports halls, 3G FTPs or small-sided 3G centres. Key local providers include

Futsal is an exciting, fast-paced, small sided team game that is widely played across the world. Typically it is played on an indoor surface with hockey-sized goals and a size 4 football with reduced ball bounce. It is the FA’s aim to ensure that futsal is available across the country.

Currently, 43 futsal teams play in the Cornwall Girl’s Football League at key site locations including Newquay Treviglas School. It is a priority for Cornwall FA to grow futsal for male, female, youth and adult players.

Recreational football

Recreational football is played where facilities are typically booked and there might be someone to help organise. Examples include FA Just Play sessions, walking football and casual pitch hire for small-sided match play.

There are currently no FA Just Play centres in Cornwall. Walking football sessions are delivered by a range of community organisation including St Austell Walking Football Club, Lanivet Pandas FC, Saints Austell fc, Penwith Nomads, YMCA Torpoint, Troon FC, Morwenstow FC and Saltash FC. Walking football and Just Play are Cornwall FA priorities for further growth and development. Other local recreational football programmes include pro-club community activities and casual bookings which are delivered by a range of organisations including the Plymouth Argyle Community Trust.

Summary

The key strengths of local football in Cornwall include leagues, clubs and volunteer workforce provision and it is recommended that this is sustained and also encouraged to grow further. However, gaps in provision do exist, these include central venue youth provision, Just Play centres and informal opportunities. It is therefore recommended that the future football development priorities for Cornwall are:

  1. Facility and investment including relocation for Cornwall FA
  2. Sustain and grow football participation across all formats
  3. Grow futsal youth participation
  4. Support the County FA's volunteer workforce
  5. Support charter standard across clubs and leagues

The facilities required to assist this are now set out in the Assets and opportunities section.

Each priority project that progresses to a funding application via the Football Foundation will produce a detailed ‘site development plan’ specifying all football development activity, usage and key partner engagement.

This section reviews existing football facility assets in Cornwall. It identifies current issues and presents opportunities for improvements, including a list of priority projects for potential investment. Local assets and opportunities have been reviewed in line with four investment priorities:

  • 3G FTPs
  • Improved grass pitches
  • Changing room pavilions / clubhouses
  • Small sided facilities

To ensure a consistent and high quality approach, each local area is reviewed applying a standard approach, supplemented by input from consultation with local partners and stakeholder organisations.

While each investment priority is reviewed individually, it is understood that they can be inter-reliant; account is, thus, taken of these potential connections.

3G FTPs are a high quality and indispensable part of modern football facilities; their impact cannot be underestimated. In recent years the industry has seen major innovations and improvements to artificial surfaces (and sports lighting). This has created playing surfaces that replicate a good standard natural turf pitch whilst significantly increasing levels of use (x20). All FTPs must have sports lighting to achieve this.

The high quality, consistent playing surface is the ideal environment to play the game and for young people to learn. With regular maintenance programmes, FTPs can be heavily used all year round with no decline in quality. They almost completely negate annoying fixture cancellations during winter months, helping football to be a key part of a regular physical activity habit.

High capacity levels offer a great opportunity to embrace all formats and engage all participants. A full-sized 3G caters for an average of 1,200 participants per week and is suitable for various location types. That means being fully inclusive to all sections of the community, with a particular focus on under-represented groups such as women and girls, people with a disability, BAME communities and people from lower socio-economic groups.

The way 3G FTPs are used is rapidly changing; current line-marking systems allow for match play across all formats of football (5v5, 7v7, 9v9 and 11v11). This enables significant levels of match-play to be transferred from grass to 3G.

Assets and opportunities

There are 14 full-sized (11 v 11) 3G FTPs in Cornwall located at:

  • Callington Sports & Leisure Centre
  • Newquay Tretherras School
  • Truro and Penwith College (Truro Campus)
  • Saltmill Park
  • Trevassack Park (Hayle AFC)
  • Cornwall College Football Development Centre (Camborne)
  • Mounts Bay Academy

There are also four small-sided 3G FTP sites in Cornwall:

  • Wendron Football Club- 5v5 FTP (0.25)
  • Kennall Vale School 5v5 FTP (0.25)
  • Tregolls Primary School 5v5 FTP (0.25)
  • Tregorrick Park - Tregorrick FC 5v5 FTP (0.25)

The following additional sites have received planning approval without funding via the Football Foundation:

  • Truro and Penwith College (Truro Campus)
  • Wadebridge School/Leisure Centre
  • Stadia for Cornwall

A new full-sized 3G FTP is proposed at Wadebridge School/Leisure Centre. It is linked to a new housing development on the site currently occupied by Wadebridge FC. As part of the mitigation, this new facility will be developed at the School and the Football Club's stadia grass pitch will be relocated to a new site east of the School. No confirmed date has been set for when the development is likely to commence, however, it is anticipated that the 3G FTP will be part of a dual use agreement between the School and the leisure centre operator (GLL) with the Club being the anchor tenant on site.

Two 3G projects are proposed for the city of Truro. These are:

  • Truro and Penwith College (Truro Campus) is to have a second 3G FTP on site - being funded independently. It has received planning approval, and it is anticipated that it will be operational in Spring 2020. Consultation confirms this will have a World Rugby compliant shock pad and it will be primarily used for rugby.
  • A stadia 3G pitch has been approved to support both Cornish Pirates Rugby Club and Truro City FC. Although the development has received planning permission from the Council, there is no date set for when the development will commence.

It is uncertain whether either 3G FTP in Truro will be available for local football clubs to hire. Nevertheless with three potential 3G FTPs in the City, it was agreed that no further facilities be recommended for Truro at present and to calculate any future demand shortfalls when and if the three facilities are in operation.

There is no current PPS and therefore demand for full sized 3G FTPs has been calculated using the FA training ratio model 1:38. On the basis that there are 828 teams in Cornwall, there is a requirement for 22 full sized 3G FTPs. There are currently 15 full sized 3G FTP equivalents in Cornwall (14 full sized and four small sided) resulting in a shortfall of seven full-sized 3G FTPs. However, due to the fact that the Wadebridge project (listed above) is due to be delivered shortly, the shortfall is effectively six.

All pitches listed above are available for community use and nine are on the FA Register for 3G FTPs (meaning they are quality checked and can be used for football match play). Camborne College, Callington Sports & Leisure Centre and Sir James Smiths Community School pitches are not on the register due to their ageing surfaces. These are strategic football sites, and therefore need to be resurfaced to meet both training and match play demand. The 3G FTPs at Callington Sports & Leisure Centre and Camborne College were originally funded by the Football Foundation and it is, therefore, considered to be the responsibility of the site owners to resurface these pitches.

The geographic spread of existing facilities is uneven with key areas of population lacking adequate provision. These are:

  • Helston/Lizard Point
  • St Austell/St Blazey
  • Looe
  • Torpoint
  • Liskeard

In addition, significant housing growth is proposed across the Authority and additional facilities will be sought in future to address growing demand. These areas are:

  • Newquay
  • Bodmin
  • Truro
  • Camborne/Redruth
  • Penryn/Falmouth

Due to the lack of a PPS, it was deemed that future provision should focus on areas where there is a lack of current 3G provision and where it is anticipated there will be significant housing growth.

Local club consultation also suggests that there is limited provision in the five key areas listed above and that certain sites which are presently of poor quality will require upgrading to support future club development.

Priority projects

11 priority projects for potential investment are identified comprising eight full sized and three small sided 3G FTPs . Sites offer good access, will deliver geographic spread and will service areas where significant housing growth is to occur (which in turn can also be supported through match funding via developer contributions).

School will need to identify match funding and also produce a business/usage plan, which will include a sinking fund, as part of any future request from the Foundation for funding.

Rationale: Site owners (YMCA), along with the Parish Council, is progressing with a bid to develop a 9V9 3G FTP on the site. A business case has already been developed and the organisation, which has a long term lease on the site, is currently identifying match funding opportunities.
The pitch could also support the local rugby club, St Columba & Torpoint RFC, as a possible training venue too. which the RFU is supportive of.
Grass pitches are also of poor quality, and require investment.

Notes

Due to the significant housing growth (3,000 new homes over the next five years), there may be a need to have a third pitch in the area. Exeter University also has plans to expand in Falmouth.

The County FA needs to monitor the utilisation of the current two pitches in line with the population increase, and once there is sufficient evidence to support a third 3G pitch, further feasibility work will need to be undertaken to identify where a pitch could be located.

It must be noted that the University should be a key stakeholder in the process too.

The steering group identified the need for a 3G pitch on the Lizard peninsular/Helston due to the lack of provision in the area. A pitch would support a number of clubs, including Helston FC (26 teams) and Culdrose FC (21 teams). It must also be noted that there is over 1,200 new homes being build in the Helston area.

Carn Brea Leisure Centre (Redruth) has ambitions for 3G provision. The Trust (which manage the site) is currently undertaking a feasibility study and is considering a 3G facility as part of the mix. There is capacity on the site to have a full sized 3G pitch.

A second option is Clijah Croft, which is a large grass pitch site. The Authority is supportive of this option as it is currently investing in the site to improve grass pitches. There will also be developer contributions to support this option.

Both sites are located in deprived areas of Cornwall and a new 3G FTP pitch would also be the first site to allow daytime access in the Authority.

Plymouth Argyle Community Trust would like a dedicated community 3G pitch, to allow them to expand its community outreach, including holiday provisions, staff CPD, Walking Football and a recreational offer. Currently, the Foundation has to travel to neighbouring facilities to deliver its programme.

Playing fields are one of the most important resources for sport in England. All football players should have the opportunity to play on good quality grass pitches. However, FA data shows that 63% of pitches in England are poor / low quality and one in six games is cancelled. As such, poor pitch quality is consistently cited as the number one issue for players.

The priority is, therefore, to sustainably improve grass pitch quality across all main pitch owners (local authorities, education establishments and clubs). However, the level of maintenance required to obtain good quality standards is regularly affected by restricted budgets and limited knowledge/training. Compaction and grass coverage are two key causes of poor quality pitches. Both are commonly treated via a maintenance driven solution (and do not necessarily require costly drainage schemes).

Playing fields are also valuable resources for informal play and open-access sites are encouraged but, for many, problems such as dog fouling and vandalism mean that they need to be protected with mitigation measures such as fencing.

The key challenge is to create a sustainable approach to provide good quality football pitches for the long term. Most local authorities (78%) intend to increase pitch hire fees in the future. However, the majority of players (63%) believe facilities are already expensive and some (16%) believe prices are prohibitive. A sustainable solution should, therefore, carefully balance pitch quality and affordability.

While the education sector (37%) and local authorities (32%) are still the principal asset owners of grass pitches, clubs / leagues own or maintain an increasing share (currently 25%). Assets and opportunities have been considered across each sector.

Although large (3+ pitch) strategic sites are important and make up much of the project list within the LFFPs, this does not mean that other club, league and community/voluntary sites are not important or eligible for funding. These sites are key to the Football Foundation's Grass Pitch Programme to deliver 20,000 good quality pitches.

Assets and opportunities

There are currently 72 grass pitch sites in Cornwall with three or more full-size pitch equivalents (or with fewer than three pitches but deemed to be of strategic importance). These contain 195 grass pitches. Of these, 37 are considered to have good quality pitches and 35 are of poor quality. It should be noted that five one-pitch sites are included in this list. These were considered strategic due to their rural nature and the number of teams the sites support.

Local consultation shows common issues with poor quality (particularly drainage) and it is recommended that this is addressed.

These can provide a number of different benefits. While the primary function is normally the provision of changing rooms to accommodate match-play and training (for players and officials), there can be equal value in facilities such as community and education rooms, catering facilities and spectator toilets.

Each project will take a progressive approach to pavilions and clubhouses (beyond the provision of changing rooms) and be open to new opportunities to engage the whole community. That means, creating environments that are welcoming to players, spectators, volunteers, officials and all sections of the community.

Such assets should support other investment priorities (e.g. 3G FTPs and grass pitches) and be located at sites that will have the greatest impact on local communities. To ensure this, focus is given to sites with three or more full-size pitch equivalents. However, as pitch quality is the number one priority for players this is prioritised before investment in changing room pavilions /clubhouses.

Clearly, facilities need to be well managed and maintained to keep them in a good state of repair. Consideration will be given to reviewing the best operator solution for key sites and the installation of revenue generating features such as catering facilities and community rooms. To achieve this, business plan support will be given to each priority project as it progresses to an application to the Football Foundation.

Rationale: There is currently no 3G pitch in Liskeard, and with significant housing growth (1,400 new homes) proposed and the growing number of teams, there is demand for a provision in the Town. The Town is also strategically located with good access from the neighbouring rural areas. Preferred site is Lux Park Leisure Centre/ Liskeard School and Community College with the potential to increase provision to and have both a 3G and a sand dressed pitch at the site.

EH identify that the sand dressed is used by a Caradon Hockey Club three nights a week, plus all weekend. The Hockey Club was club of the year last year. The rest of the slots are filled by football clubs.

Consultation with the school (who own the current sand dressed pitch) would support an additional pitch at the site, effectively turning the site into a multi-sport site.

GLL who manage the site in the evenings also support a 3G pitch.

It must be noted that the Town Council has S106 funds available to improve sports facilities as part of a new development at Roundbury Park in Liskeard. It is not proposed that any artificial turf will be part of the proposed development.

In addition, grass pitches and the changing rooms are of poor quality and require investment.

Good facilities are important to all small sided football players, but it is important to understand the different formats of the small-sided game and the various facility types they relate to.

Research suggests that small-sided players in teams and leagues, and in recreational sessions, prefer a 3G surface type because it replicates a good standard natural turf pitch. These facilities have already been covered in the 3G FTP section of this LFFP.

Indoor environments currently accommodate 20% of football participation and are also popular with players in teams and leagues and recreational sessions . Indoor sports halls are most popular, along with some community halls and indoor 3G centres. Environments need to be engaging, have clear line-marking and the correct size goalposts.

Informal players require facilities that are open and free to access as this enables play opportunities that are often spontaneous. In these circumstances multi-use games areas (MUGAs) can be effective in areas of high urban population and limited green space. Such facilities can be modern, bright, creative and engaging. While this plan will identify suitable locations for such facilities, the design and specifics of the facility type can be agreed at a later stage with Football Foundation staff when projects are ready to progress to pre-application stage.

Parks and open green spaces are also important to informal play and require goalposts and zones that are free from litter and dog fouling.

Indoor

Local consultation reveals there are two indoor facilities that requires improvement to develop small-sided football. These are Tregorrick Saints Health & Fitness Centre, and the indoor dome at Newquay Treviglas School. Organisations which would support these projects include Argyle Community Trust which is looking at expanding futsal opportunities across the Authority.

Multi use games areas

Local consultation suggests six potential investment opportunities for MUGAs across the Authority. In each case, the rationale is based on the sites being in an area which presently offer limited opportunity for recreational football and have high levels of recorded anti social behaviour.

Preferred site is Lux Park Leisure Centre/ Liskeard School and Community College with the potential to increase provision to and have both a 3G and a sand dressed pitch at the site.

EH identify that the sand dressed is used by a Caradon Hockey Club three nights a week, plus all weekend. The Hockey Club was club of the year last year. The rest of the slots are filled by football clubs.

Consultation with the school (who own the current sand dressed pitch) would support an additional pitch at the site, effectively turning the site into a multi-sport site.

GLL who manage the site in the evenings also support a 3G pitch.

It must be noted that the Town Council has S106 funds available to improve sports facilities as part of a new development at Roundbury Park in Liskeard. It is not proposed that any artificial turf will be part of the proposed development.

In addition, grass pitches and the changing rooms are of poor quality and require investment.
